The Difference Between Drainage and Stormwater Management

Drainage moves water off a property. Stormwater management controls how much water leaves, how fast it leaves, and how clean it is when it goes. Drainage is a site problem. Stormwater management is a regulated obligation.

That is the core split. A French drain that dries out a soggy backyard is drainage. A detention basin sized so the stream downstream does not flood is stormwater management. One solves your problem. The other handles the problem your property creates for everyone below it.

The two overlap, and most sites need both. But they get designed, permitted, priced, and maintained in different ways. This guide covers what each one does, where Pennsylvania law draws the line, and how to tell which one your property actually needs.

What Drainage Does on a Property

Drainage has one job. Get standing water away from places it causes damage.

That means moving water off pavement, out of low spots, away from foundations, and out of the root zone of things you want to keep alive. A drainage system succeeds when the ground is dry and the building stays dry.

Common drainage components include:

  • Roof gutters, downspouts, and downspout extensions
  • Regrading and surface slopes
  • Grass swales that carry water along a path
  • French drains and curtain drains
  • Yard inlets, catch basins, and underground pipe
  • Driveway culverts
  • Sump pumps and discharge lines

Speed is the point. A drainage design is judged on capacity and how quickly it clears water. Most residential drainage solutions are built around exactly that goal, and for a wet yard or a damp basement, it is the right goal.

What Stormwater Management Does

Stormwater management has a different job. Control what leaves the site.

The Pennsylvania Stormwater Best Management Practices Manual, published by the Pennsylvania Department of Environmental Protection, describes managing four things: rate, volume, quality, and groundwater recharge. Those four words are the whole difference. A drainage system cares about none of them. A stormwater system is measured against all four.

The manual’s recommended peak rate guideline is plain about it. A site should not increase the peak rate of discharge for the one-year through one-hundred-year storm events. In other words, the water leaving after you build has to behave like the water that left before you built.

Common stormwater components include:

  • Detention basins that hold runoff and release it slowly
  • Retention basins that keep a permanent pool
  • Infiltration beds, trenches, and dry wells
  • Rain gardens and bioretention areas
  • Permeable paving
  • Level spreaders that break concentrated flow back into sheet flow
  • Vegetated buffers along streams

Slowing is the point. Engineered stormwater management systems are designed to store water, soak it in, and let it out at a controlled rate.

Why Faster Drainage Can Make Flooding Worse

This is the part most property owners never hear, and it explains why the two disciplines exist separately.

A bigger pipe and a steeper grade will clear your yard. They also deliver more water, faster, to whatever is downhill. Multiply that across a whole watershed and the result is worse flooding than before anyone fixed anything.

Pennsylvania wrote a law about this. The legislative findings in the Pennsylvania Storm Water Management Act of 1978, known as Act 167, state that inadequate management of accelerated stormwater runoff increases flood flows and velocity, contributes to erosion and sedimentation, overtaxes the carrying capacity of streams and storm sewers, greatly increases the cost of public facilities, undermines floodplain control efforts in downstream communities, reduces groundwater recharge, and threatens public health and safety.

The volume change from development is larger than most people expect. The Natural Resources Defense Council reports the following comparison for a one-inch rainstorm.

That is close to sixteen times more water from the same rainfall. The Chesapeake Bay Foundation puts the same idea another way. Only 10 to 20 percent of rain falling on forests and fields runs off, while close to 100 percent of rain on hard surfaces does, and one inch of rain on one acre of hardened surface produces about 27,000 gallons of runoff.

Careful excavation and grading is where this gets decided on most sites. The same earthwork can either send water downhill in a rush or hold it where it lands.

When Pennsylvania Requires Stormwater Management and Not Just Drainage

The dividing line is how much ground you disturb. The Pennsylvania Department of Environmental Protection administers these thresholds under Chapter 102.

Local rules sit on top of that. Under Act 167, counties prepare watershed stormwater plans and municipalities adopt ordinances to match. Many townships set a stormwater trigger well below one acre, sometimes at a few hundred square feet of new impervious surface. A patio, a shed pad, or a driveway extension can be enough.

Municipal permit obligations matter too. The Pennsylvania Department of Environmental Protection reports that Pennsylvania has one Large MS4, one Medium MS4, and 1,059 Small MS4s. An MS4 is a municipal separate storm sewer system. If your township holds one of those permits, it has a written stormwater program and it enforces the ordinance behind it.

Rules vary by township, so the answer for a property in Adams County will not always match the answer one county over. Check locally before you assume a small project is exempt.

How the Two Systems Are Built Differently

Drainage structures carry water. Stormwater structures hold it. That single distinction sorts almost everything.

Some structures sit in both camps depending on how they are sized. A swale can be a simple drainage channel or an engineered infiltration feature. A pond can be an amenity or a rate control structure. Even culvert installation and restoration crosses the line, because sizing a culvert correctly is a drainage question, while what happens to that concentrated discharge downstream is a stormwater question.

How Maintenance Differs

Drainage maintenance is something you do when you notice a problem. Stormwater maintenance is usually something you are legally required to do on a schedule.

Most Pennsylvania municipal ordinances require an operation and maintenance agreement before a stormwater plan is approved. That agreement gets recorded with the county Recorder of Deeds and runs with the land, which means it binds whoever owns the property next. Buyers inherit it whether or not anyone mentions it at closing. Scheduled stormwater system inspection and maintenance is what keeps that obligation from turning into an enforcement letter.

How to Tell Which One Your Property Needs

Start with what you are seeing.

Then work through these four questions:

  1. Am I adding hard surface? New roof, pavement, or compacted gravel changes runoff volume. That moves you toward stormwater management.
  2. How much ground gets disturbed? Measure it. The 5,000 square foot and one acre thresholds decide what the state requires.
  3. Where does my water go when it leaves? A stream, a neighbor’s lot, or a public ditch each carry different rules.
  4. Does my property already have an approved plan? Check the deed and the recorded subdivision plan before you change anything, because altering an approved system without permission creates a violation.

If the honest answer to all four is that nothing is changing and the water simply needs somewhere to go, you have a drainage job. If anything is being built, paved, or expanded, plan for stormwater management from the start. Retrofitting it after a violation notice costs considerably more than designing it in.

Final Thoughts

Drainage and stormwater management are related but not interchangeable. Drainage protects your property by moving water away. Stormwater management protects everyone downstream by controlling the rate, volume, and quality of what leaves. Pennsylvania regulates the second one because doing only the first, across enough properties, is what causes downstream flooding.

Most sites need both, working together. The drainage system collects and conveys. The stormwater system stores, slows, and soaks. A design that handles one and ignores the other tends to fail at both.
